H.C. Arora, is a practicing advocate of Punjab and Haryana High Court at Chandigarh.

His foray into the Public Interest Litigations commenced in 2005, which got a fillip with the enactment of Right to Information Act. Arora obtained a lot of information about Government employees in Punjab and Haryana, who were still in service, despite having been convicted under Prevention of Corruption Act. He also got information under RTI pertaining to the criminal cases against Government employees, which were not proceeding further on account of slackness on the part of Punjab Government to grant prosecution sanctions. Resultantly, Government of Punjab was forced to grant sanctions for prosecution in hundreds of cases, which were earlier not proceeding further for want of prosecution sanctions. He filed several PILs in the High Court, and succeeded in getting hundreds of convicted employees, which included a considerable number of police officials, some doctors, Head Masters, SDOs, Superintending Engineers, Tehsildars etc., removed from service.

Surprisingly enough, there were 6 murder convicts also in service in the Punjab Police, and pursuant to an order passed by High Court, those 6 murder convict police officials were also removed from service in February, 2011. Those included 2 DSPs also. Subsequently, in December, 2011, in pursuance to his another PIL, 54 other convicted police officials, including 6 DSPs, were removed from service under orders of the High Court.

Through his PILs, he succeeded in forcing the Governments of Punjab and Haryana to put all their enactments and rules on their official websites. He also succeeded in getting an order from the High Court for directing the Punjab Government to follow a transparent procedure for selection and appointment of State Information Commissioners. He has also succeeded in getting directions to the Governments of Haryana and Punjab to frame policies for protecting the Whistle Blowers.

The latest achievement of Advocate H.C. Arora in PIL is for free treatment and rehabilitation of acid attack victims. In response to the aforesaid PIL, Haryana and Punjab Governments, and UT Chandigarh administration have agreed to give free treatment to the acid attack victims and have also agreed to give them compensation up to Rs. 3.00 lacs. Two States have also agreed to give monthly financial assistance to the acid attack victims @ Rs. 5,000/-per month. Two States have also agreed to give preference to acid attack victims in the allotment of Fair Price Shops.

Recently, Advocate Arora filed PILs in relation to drug addicts. High Court has directed the State of Punjab to look into the demands of Advocate Arora within a period of four months. The demand includes :

i) Free treatment of de-addiction of drugs to drugs addicts;

ii) Involvement of Homoeopathic and Ayurvedic medicine systems in de-addiction of drug addicts ;

iii) To include the subject of” harmful effects of drugs” in the educational syllabus of middle,
       matriculation and secondary classes in the Schools; and

iv) Rehabilitation of the drug addicts.

Through another PIL, Advocate Arora succeeded in issuance of directions to the State of Punjab by the High Court to the effect that in around 20 Blocks with critical position of underground water level, in the State of Punjab, no construction with underground water shall be permitted by the Government and such construction shall only be done by using the water treated by Sewerage Treatment Plants.

Advocate Arora also succeeded in getting facility of free treatment for the freedom fighters and their spouses in the Government Hospitals, including PGI, Chandigarh. He also succeeded in getting the ancestral house of martyr Sukhdev declared as a protected monument by the Punjab Government through one of his PILs. He also succeeded in forcing the Punjab Government to extend financial assistance for completion of the incomplete memorial of martyr Kartar Singh Sarabha.

Through another PIL, Advocate Arora succeeded in depriving the murder and rape convicts, of the facility of B class in various Jails in Punjab and Haryana, and in UT Chandigarh. Through yet another PIL, Advocate Arora succeeded in forcing Punjab and Haryana Government to delete the provisions for remission in the sentence to the rape convicts. Now in the amended policy of Punjab and Haryana Governments, on the issue of premature release of the convicts also, an amendment has been made to the effect that those convicted for crime against women, including rape, shall not be entitled to remission in the sentence of imprisonment imposed on them.

Through another PIL, Advocate Arora succeeded in getting directions from High Court to State of Punjab to demolish all the unsafe class rooms in Government Schools and also to provide the facility of separate toilet for the girls in all Government Schools.

Advocate Arora has also succeeded in shaking the administrative set up particularly in the State of Punjab and checking arbitrary actions of bureaucracy. As a consequence of one of his PILs, newly appointed Chairman of Punjab State Warehousing Corporation was removed by the High Court by recording afinding to the effect that the appointment of that person (Shri Joginder Pal Jain) as Chairman of Punjab State Warehousing Corporation was not in public interest, besides being in violation of the statutory provisions.

Through another PIL, Advocate Arora has succeeded in compelling the Punjab Government to recover approximately Rs. 3 crore from an IAS Officer who had been collected this amount by way of fee from rival parties involved in arbitration cases, while conducting the arbitration proceedings in relation to compensation for the land acquired for the construction of National Highways.

Through another PIL, Advocate Arora succeeded in getting directions issued from High Court to Punjab Government to set up some effective system for ensuring audit of Secrecy Fund constituted by Punjab School Education Board, which was earlier immune from any audit by any authority.

Another achievement of Advocate Arora through his PIL is that he succeeded in getting a policy for protection of Whistle Blowers framed by the States of Punjab and Haryana. In the said policy, District Level and State Level Committees have been set up for considering and deciding the applications received from Whistle Blowers for seeking protection of their life and liberty and giving immediate decision on such applications.

Advocate Arora has also succeeded through one of his PILs in getting directions to the States of Punjab and Haryana to create a fund for giving financial assistance to the Advocates, who for one or the other reason, have to abandon the profession and stop practicing.

Advocate Arora also succeeded in exposing, through one of his PILs, the scam involving misplacement of around 35 files of PCS and IAS Officers in the State of Punjab pertaining to disciplinary action being processed against them. One Under Secretary in the Personnel Department was arrested and is being prosecuted after retirement for his involvement in misplacement of those files.

It is pertinent to submit that Advocate Arora has been providing financial assistance to the victims of acid attack and the children suffering from cancer and blindness, etc. He is also extending regular monthly financial assistance to two acid attack victims in Punjab and has also given financial assistance to family members of poor persons, who died due to cancer.

Recently Advocate Arora has published a book titled “Jang Jari Hae “ which contains 55 poems/ songs written by him. All these songs are targeted against social and administrative evils, and are meant for inspiring the youth of Punjab to fight against these evils.
